Brian J. Wasilewski
Joined HBCS in 2003
Brian began his HBCS career as Vice President of Operations, where he was responsible for day-to-day operations across multiple locations. He was appointed President and CEO in 2010, and today, spearheads the delivery of client services, along with the development and execution of strategic initiatives.
Prior to his tenure at HBCS, Brian gained broad experience in healthcare operations consulting, with an emphasis on revenue cycles. His consulting career included roles as Senior Manager at Arthur Andersen, as well as a Principal at Navigant Consulting, where he was instrumental in establishing their Nashville office.
Brian earned his Bachelor of Science Degree in Accounting from the University of Scranton. He is a Certified Public Accountant, as well as an active member of HFMA and the Healthcare Executives Network.
Kevin R. Haggerty
Chief Financial Officer
Joined HBCS in 1996
Kevin’s responsibilities include budgeting, treasury, financial statement presentation, financial analysis, pricing, payroll, and facilities management. He led the charge to transition HBCS from a non-profit cooperative to a for-profit entity, and is highly involved in mapping out our strategic focus — specifically, acquisitions analysis and facility relocation/development.
Before HBCS, Kevin worked in the financial advisory services practice for Coopers & Lybrand (now PricewaterhouseCoopers) and an Auditor for Peat, Marwick, Mitchell & Co. (now KPMG.) He has extensive experience providing financial and analytical services in litigation, disputes, mergers, acquisitions and other challenging situations — and has delivered expert testimony in Federal Court regarding financial damages and environmental penalty calculations.
Kevin holds a Bachelor’s Degree in Business Administration from Drexel University, along with an MBA from Temple University. He is a Certified Public Accountant, and a member of the Pennsylvania Institute of CPAs.
Maureen DiEleuterio

Joined HBCS in 2000
Maureen oversees HBCS’ compliance initiatives, and works to ensure that Human Resources is seen as a trusted partner by employees, staff, and management. She directed the design and implementation of key improvements — including candidate evaluation, coordinated management development and succession planning, automation and integration of employee lifecycle processes, educational and training initiatives, employee surveys, and “360°” assessments.
Before joining HBCS, Maureen served fourteen years in the Corporate and International HR Divisions of the Campbell Soup Company. There, her responsibilities included executive compensation administration, expatriate planning and management, benefits communication, corporate compensation analysis/planning, and generalist HR functions. Afterwards, Maureen spent several years as an HR consultant, providing compensation analysis and planning guidance to Delaware Valley healthcare and manufacturing companies.
Maureen earned her Bachelor’s Degree in Foreign Language from Rutgers University, and completed graduate studies in Education at Wilmington University. She is a Certified Compensation Professional (CCP), as well as an active member of the Society for Human Resources Management and the Philadelphia Human Resources Planning Society.
Victoria Ostrow
Information Systems & Technology
Joined HBCS in 1995
Victoria heads a staff of over 25 professionals who plan, design, execute, and deliver IT services to HBCS’ internal and external clients.
In her current role, Victoria creates flexible system architecture to support our organization’s strategic goals while establishing HBCS’ technological and business leadership. Her unique philosophy holds that, while technical knowledge is important, a successful leader must also collaborate effectively with an organization’s business units.
Before her career at HBCS, Victoria amassed more than fifteen years of IT experience. She served as an Assistant Vice President of Information Services for a multi-billion dollar savings and loan institution headquartered in Bala Cynwyd, Pennsylvania.
Victoria has earned both Bachelor’s and Advanced Degrees in Economics and Computer Systems Management from St. Petersburg State University in Russia and Drexel University, with emphasis in Business Law. She obtained her CPM Certification in 1993.
